OPEN SOLICITATION #2022-75

Purpose of Solicitation:

 

The Montgomery County Collaboration Council is seeking a qualified vendor to

1) deliver care coordination services to families in the County that maintain high fidelity to the wraparound philosophy and;

2) to develop and maintain a network of service providers to deliver community-based interventions for eligible youth.

Preproposal Conference Dates:

September 22, 2022, 1:00-2:00 pm

September 23 ,2022, 9:00-10:00 a.m.

Offerors may choose to come to one or both.

All questions (either live or pre-submitted) will be answered at the conferences. Sessions will be recorded and the recording will be shared upon request.

Montgomery Connects – Computer For You Free Computers for Residents

Montgomery County is providing 40,000 Chromebook computers to residents who do not have a computer. Eventbrite is being used to create appointment tickets to manage computer pick-ups.  Every person receiving a computer:
  • Must have an individual appointment to pick-up a computer (appointments are released Sundays at 2:00 pm);
  • MUST APPEAR IN PERSON and show photo ID to pick up the computer;
  • Must have a have a County library card number to create an appointment.
  • Must be a Montgomery County resident at least 7 years old.
  • Must be  able to honestly certify you would not have access to a computer if the County did not provide you one.
There is a limit of one computer per person.  You do not need to be a U.S. Citizen to receive a computer but you must be a Montgomery County resident.  EVERY PERSON, INCLUDING CHILDREN, MUST HAVE THEIR OWN APPOINTMENT AND APPEAR ON THEIR APPOINTMENT DAY IN PERSON WITH ID TO RECEIVE A COMPUTER (For Example:  If a parent wants a computer for the parent and two computers for two children, the parent must make 3 appointments and bring the two children with ID to receive the computers.  If you make an appointment for June 21, you cannot show up on a different day.)  The same person may not register at multiple locations to receive more than 1 total computer.  If all appointments are sold out, new appointments will be released on Sundays at 2pm.  4 to 5 events will be hosted every week through October 2022.  If you need additional information, please read below and then contact us at montgomeryconnects@montgomerycountymd.gov if you still have questions.  Do not use this email to request a computer – click on an available date below under Make Appointment for Computer and complete the Eventbrite to book an appointment.

Advancing Youth Development (AYD) Training is an intensive 4-day professional development opportunity for community youth workers who work directly with youth, ages 10 to 24, in school, community or faith-based settings.

Summer Programs and Resources for Students

MCPS is planning a wide range of summer programs for elementary, middle, and high school students in summer 2022, at no cost to students. Most programs will span the month of July, with the exception of high school credit courses and the Extended Learning Opportunities (ELO) program in Title I elementary schools, which run slightly longer. Generally, in-person programs will take place in the morning, through midday. Afternoon programs sponsored by county and municipal agencies and outside providers will be available in selected schools. Montgomery County Recreation offers a wide variety of exciting summer programs throughout the County with an emphasis on safety, convenience, affordability, and most of all fun.     Register Now for the Spring Advancing Youth Development Workshops!

    Our Youth Development Community of Practice (CoP)offers professional learning opportunities for youth development practitioners serving young people in Montgomery County.

    We are excited to offer you the online version of the highly acclaimed Advancing Youth Development Training!

    The Montgomery County Collaboration Council is proud to have trained hundreds of youth development practitioners in the county with the nationally recognized ‘Advancing Youth Development’ training. Typically, the Advancing Youth Development Training is an intensive 4-day in-person training totaling 30 hours. After over a year of developing an online design of the training, the course is now available for youth development professionals to participate in.

    Online Course Format:

    This online AYD course has 6 modules that will be completed every week over 8 weeks. Weekly modules are self-paced (Estimated to be 2-3 hours each). Participants will also engage in a live online session once a week using the Zoom Platform (Thursdays from 6:00 – 7:30 PM) beginning March 24, 2022, through May 12, 2022. (7 total) (Please note there will not be a Zoom Session on March 31, 2022)

    This will be an interactive opportunity to engage with other participants on learned material, ask clarifying questions to facilitators, and share experiences relevant to corresponding modules. This session will be facilitated by Dennis Carter. Participants who complete the 6 modules and attend the 7 live online sessions will receive a certificate of completion. Throughout this entire online course, our experts will be available to answer your questions via email or phone.

    The Montgomery County Public Schools (MCPS) Partnerships Unit is seeking businesses, government agencies, higher education institutions and nonprofits to participate as hosts for the 2022 Summer RISE program. Summer RISE is a program for MCPS rising high school juniors and seniors to learn about a career during the month of July.

    Community of Practice for Youth Development Practitioners

    The Youth Development Community of Practice (YD CoP) of the Collaboration Council coordinates the training and education for youth development practitioners working in youth-serving fields such as workforce development, mentoring, and recreation. The practitioners we serve are those professionals working in out of school time programs, with disconnected youth, with homeless youth and with court-involved youth in Montgomery County.

    This open solicitation for letters of interest seeks to identify qualified trainers to deliver live or developed webinars or workshops to the YD CoP. The content and activities of each webinar must include principles and practices that supports/aligns with youth development philosophy, social-emotional learning, and cultural linguistics. Facilitators are encouraged to submit webinar topics and agendas relevant to youth development practitioners and communities/organizations supporting youth & their families, specifically webinars that increase attendees’ understanding of: • Providing supportive programming and opportunities to address the unique needs of Black girls • Promising practices to support youth experiencing homelessness and disconnection from supports and opportunities, especially youth in newly settled communities in Montgomery County (Afghan and Latin American youth and communities) • Program strategies that support youth and communities coping with accumulated traumas including pandemic-related traumas • Engaging and supporting the development of youth leaders and youth as advocates for their own needs All approved webinars will be recorded and archived on Youthdevelopmentnow.org for future use by practitioners in Montgomery County. Qualified trainers may submit multiple proposals for separate topics, or submit a proposal for multiple session trainings.
